IR Job Rumors Fall 2006

Cross-posting of CP information is probably a good idea, since a significant fraction of CP and IR jobs overlap (unlike CP and AP or IR and AP).

Syracuse University Postdoc

Advanced ABDs will also be considered. In addition to conducting his or her own research, the Postdoctoral Fellow would teach one course per semester on this subject to students in the professional Master of Public Administration (MPA) program, the Executive Master of Public Administration program (EMPA) and the Master of Arts in International Relations program. Old Dominion University

[Department Website][APSA elisting(requires membership)] Old Dominion University (ODU) invites applications for twelve (12) tenure-track faculty positions (Assistant/Associate Professor level) in targeted areas of modeling, simulation, and visualization (MS&V). These open positions along with five other MS&V-related positions that are being recruited currently will form the core of MS&V academic and research program at ODU. The University’s Virginia Modeling, Analysis & Simulation Center (VMASC) is one of the world’s leading university research centers for computer modeling, simulation, and visualization. The mission of the Center is to conduct collaborative MS&V research and development, provide expertise to industry and governmental agencies, and to promote ODU, Hampton Roads and Virginia as a center of MS&V activities. The Center has over 50 research and administrative staff and works closely with faculty researchers from across the University. In 2004, the Center conducted approximately $10.5M in funded research. ODU offers masters and doctoral degrees in Modeling and Simulation supported by faculty from all six academic colleges and research faculty from VMASC. The program has an enrollment of approximately 55 masters and 45 doctoral students ODU is located in the Hampton Roads, the nation’s center for the military application of MS&V. The region is home to the Joint War Fighting Center, the Joint Battle Center, the US Army’s Training and Doctrine Command, the Military Transportation Management Command, the Armed Forces Staff College, US Navy’s Commander Operational Test and Evaluation Force, the Naval Sea Systems Command, and the Space and Naval Warfare Center. In addition, Newport News Shipbuilding, Jefferson Lab, and NASA – Langley Research Centers are important users of M&S technology. The economic value of MS&V related business activity in Hampton Roads is estimated to be over $500M. Leveraging the strength that has been brought about by VMASC, Virginia’s Governor Mark R. Warner recently announced a $1.45M state initiative to market and promote the region and establish Emergency Management, Training, Analysis & Simulation Center (EMTASC). The new area of medical MS&V is being developed in collaboration with Eastern Virginia Medical School (EVMS). One or more of these positions may involve a joint faculty appointment with EVMS in the areas of medical modeling and human factors assessment. These faculty members will be placed in appropriate academic departments within Colleges of Arts and Letters, Business and Public Administration, Education, Engineering and Technology, Health Sciences, or Sciences. Each will be expected to pursue vigorous funded research program, and have significant involvement with VMASC and/or Center for Advanced Engineering Environments as well as with the interdisciplinary graduate program in modeling and simulation. The Department seeks accomplished scholars or practitioners with particular expertise in any of the following fields: strategic studies; war studies; international relations; regional studies; diplomatic, military, or naval history; strategic and theater-strategic planning and politico-military affairs. These appointments are subject to the availability of funds to the Naval War College as a result of the DoD budget process. Anticipated starting date is 1 August 2006. The Naval War College provides a one-year professional military education course to senior and intermediate level officers of all the armed services and civilians from a number of U.S. government agencies. Military officers from more than fifty countries also form part of the student body in both the senior and intermediate level programs. ELIGIBILITY

The Center offers both pre doctoral and advanced research fellowships for one year, with a possibility for renewal. Applications for research fellowships are welcome from recent recipients of the Ph.D. or equivalent degree, university faculty members, and employees of government, military, international, humanitarian, and private research institutions who have appropriate professional experience. Applicants for pre doctoral fellowships must have passed general examinations prior to appointment. BCSIA seeks applications from political scientists, lawyers, economists, those in the natural sciences, and others of diverse disciplinary backgrounds. BCSIA also encourages applications from women, minorities, and citizens of all countries.

Fellows are expected to devote some portion of their time to collaborative endeavors, as arranged by the appropriate program or project director. Research fellows are also expected to complete a book, monograph, or other significant publication during their period of residence. Pre doctoral research fellows are expected to contribute to the Center's research activities, as well as work on — and ideally complete — their doctoral dissertations.

BCSIA research fellows are selected by the Center's major research programs and projects. Fellowship applicants must indicate the program or project to which they are applying in accordance with the research interests described below. BCSIA offers fellowships in five program areas: the International Security Program (ISP); the Environment and Natural Resources Program (ENRP); the Science, Technology, and Public Policy Program (STPP); the Program on Intrastate Conflict. Additional fellowships are offered in special projects described in the next section.

Each applicant should submit as one complete packet:

a 3–5 page double-spaced statement that proposes a major research project or dissertation prospectus, including its relevance to the research interests of one of the Center's programs or projects; the statement should clearly indicate at the top of the page the specific program or project to which the application is being directed.
a curriculum vitae;
Three sealed letters of recommendation (not emails) attesting to the applicant's professional competence;
a short writing sample pertinent to the application (please do not send books or lengthy manuscripts);
Predoctoral candidates must also provide a sealed graduate school transcript.
There is no physical application to complete: the steps above constitute the application process.

The applicant is responsible for collecting all materials, including letters of recommendation and transcripts, and submitting them as one packet to the Center. Materials submitted will not be returned to the applicant. Emailed materials will not be accepted, unless specifically indicated by the Program Director.

Application Process
To be considered for a John M. Olin Fellowship in National Security, an applicant must submit four (4) complete copies of the following items:

(1) cover letter, including current e-mail address
(2) current curriculum vitae, including publications
(3) 1500-word description of the proposed research project
The description should include the background, nature, importance, specific objectives, and methodology of the proposed research project.
(4) one or two unbound samples of writing
The writing samples should be pertinent to the proposed research project, if possible.
(5) the names of three people whom the applicant has asked to confidentially evaluate his/her proposed research project and scholarly qualifications.
Each of these people must send his/her letter of recommendation directly to the Olin Institute by the January deadline.

CISAC’s pre- and postdoctoral fellowships provide opportunities for concentrated study in a multidisciplinary environment. The Center, part of the Freeman Spogli Institute for International Studies at Stanford University, serves as a collegial forum for scholars, government officials, military officers, and business leaders to explore innovative solutions to complex international problems. Visiting fellows spend the academic year at Stanford University, where they will participate in seminars, interact with each other and faculty and researchers, and will be expected to produce a research product (e.g., dissertation chapters, draft articles, a book manuscript).

Research Topics
The Center considers applicants working within a broad range of topics related to peace and international security. Suitable topics may include, but are not limited to:

• regional and global security relationships
• proliferation of nuclear, chemical, and biological weapons
• the United Nations and global governance
• causes and prevention of deadly conflict
• causes and prevention of terrorism
• norms of use and nonuse of weapons
• the interaction of science, politics, and policy

Eligibility
Fellowships are available to Ph.D. candidates who have made substantial progress toward the completion of their dissertation and to scholars with Ph.D. or equivalent degrees from the United States and abroad. The Center invites applications from a variety of areas of expertise, including anthropology, economics, history, law, political science, sociology,medicine, and the natural and physical sciences. The Center also seeks applications from professionals, such as military officers or civilian members of the United States government, members of military or diplomatic services from other countries, and journalists interested in arms control and international security issues.

Stipend
The value of each fellowship award is determined by the applicant’s graduate education and background. Stipends, with health insurance, for the nine-month academic year will be $20,000 for predoctoral fellows. Postdoctoral stipends, with health insurance, start at $35,000 and are commensurate with experience.

Primary specialization in international politics is required, with teaching responsibilities to include sections of the department’s introductory course on international politics, as well as advanced courses in areas such as international political economy, international organizations, international law, global issues, global governance, and war and peace. Also required is a secondary teaching capacity in comparative politics, including the ability to teach a course on the politics of western industrial states.
